Request for Proposal For County Health Insurance Services
Ray County is accepting sealed proposals from qualified insurance carriers to provide comprehensive health insurance coverage and related administrative services for County employees. The objective of this RFP is to obtain competitive proposals that offer high-quality, cost-effective health insurance benefits while ensuring compliance with applicable state and federal laws. Coverage includes medical and prescription drug. The County contributes a portion of premiums, with employees sharing in the cost. Late proposals will not be considered. The County reserves the right to reject any or all proposals, to waive informalities, and to accept the proposal deemed to be in the best interest of the County.
Scope of Services
he successful proposer shall provide:
- Medical insurance (PPO, HMO, and/or HDHP plan options)
- Prescription drug coverage
- Compliance with ACA, HIPAA, COBRA and ERISA requirements
- Administrative services (claims processing, billing, customer service, reporting)
- Wellness programs and preventive care initiatives
- Online tools for employees (enrollment, claims tracking, provider search)

1. Company Overview – history, size, financial stability, relevant experience.
2. Plan Designs & Coverage – description of available plans, networks, and coverage levels.
3. Cost Proposal – premiums, administrative fees, stop-loss provisions, and renewal terms.
4. Member Services – description of customer support, online resources, claims turnaround time.
5. Implementation Plan – proposed timeline, transition strategy, employee education.
6. References – at least three current or recent public-sector clients.
Proposal Submission
- Deadline: September 24th, 2025
- Delivery Address: Sealed bids will be due by Wednesday, September 24th by 9:30 a.m. in the Ray County Clerk’s office. All bids will be opened on Wednesday, September 24th at 10:00 a.m. in the Commissioners office.
